Association of California Water Agencies
Rebecca Franklin joined the Association of California Water Agencies (ACWA) as a Regulatory Advocate in June 2015. Her areas of focus for ACWA include energy, climate change, water quality, the Sacramento- San Joaquin Delta, and aquatic resources.
Ms. Franklin previously worked as the Environmental Supervisor for the City of San Bernardino Municipal Water Department in San Bernardino, CA, where she not only worked on various water and wastewater regulatory issues, but also had the opportunity to serve as vice-chair for the water committee of the Southern California Alliance of Publicly- Owned Treatment Works, and the vice chair for the Santa Ana River Dischargers’ Association.
Ms. Franklin received her bachelor’s degree in Molecular and Cell Biology from UC Berkeley, and her Master of Science degree in Environmental Sciences from California State University, San Bernardino.
