Jake LevineJake Levine is an associate and policy advisor in the Los Angeles office of Covington & Burling LLP. His practice focuses on energy, climate, technology, and public policy. Prior to joining Covington, Levine served as Senior Counsel and Principal Consultant to California State Senator Fran Pavley, where he led the successful campaign to enact new climate and environmental justice legislation (SB 32 and AB 197) in California. Levine was Chief of Staff to the President at Opower, a software firm that used big data, behavioral science technology to help consumers take control of their energy use. At Opower, Levine developed business in emerging markets, launching Opower's presence in Brazil, and laying the foundation for new business in China and Mexico. Prior to his work at Opower, Levine served in the White House Office of Energy and Climate Change, where he worked on innovative energy policies, including the most stringent fuel economy standards ever set -- and the first-ever greenhouse gas emissions standards for cars and trucks. Levine served as a member of President Obama's delegation to the U.N. Conference of Parties in Copenhagen, as a member of the 2009 Presidential Inaugural Committee, and during the 2008 presidential campaign, traveled with Senator Obama to more than 20 states and Europe, managing the national press corps. Levine graduated cum laude from Harvard College and received his law degree from Harvard Law School.
